At the end of 2021, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration jointly released the “Smart Photovoltaic Industry Innovation and Development Action Plan (2021-2025)”.

Carbon neutrality, respectively: industry, transportation, construction, agriculture, communication, desert, Gobi, desert, barren mountains, wasteland and coastal mudflat comprehensive utilization, coal mining subsidence areas and mine dumps and other abandoned land, oil and gas mining areas, etc. as follows:

  • Smart Photovoltaic Industry

Encourage industrial parks and new industrialization industry demonstration bases to build photovoltaic application projects, formulate specific evaluation methods for the proportion of renewable energy, build new industrial plants to meet the installation requirements of photovoltaic power generation systems, and promote green development such as industrial parks.

Encourage the construction of industrial green microgrids, realize integrated applications such as plant photovoltaics, distributed wind power, multiple energy storage, efficient heat pumps, waste heat and pressure utilization, and smart energy management and control systems, and promote efficient and complementary utilization of multiple energies.

  • Smart Photovoltaic Transportation

Accelerate the promotion and application of integrated development projects such as “photovoltaic + transportation”, and promote the demonstration construction of photovoltaic power stations and charging piles in the transportation field.

Adhere to the principle of fully demonstrating, adapting measures to local conditions, and piloting first, and encourage photovoltaic power generation in highway service areas (parking lots), gas stations, highway slopes, highway tunnels, bus freight yards, ports, navigation aids and other navigation facilities, dock pontoons, etc. , island work sites and other fields. Explore the integration application path of photovoltaic and new energy vehicles.

  • Smart Photovoltaic Building

In urban and rural areas where conditions permit, we will coordinate the promotion of intelligent photovoltaic systems on residential roofs, and encourage new government-invested public welfare buildings to promote solar roof systems. Carry out regional photovoltaic distributed application demonstrations with intelligent photovoltaic systems as the core and new technologies such as energy storage and building power demand response as carriers.

Improve the application level of building intelligent photovoltaics. Actively carry out “photovoltaic storage, direct and flexible” building construction demonstrations integrating photovoltaic power generation, energy storage, DC power distribution, and flexible power consumption.

  • Smart Photovoltaic Agriculture

Accelerate the green and low-carbon circular development of agriculture, promote the installation of solar modules on the roof of agricultural facilities to generate electricity in areas where conditions permit, and carry out agricultural production under the shed.

Carry out in-depth innovations in rate control, intelligent operation and maintenance, and efficient component development. Encourage the exploration of emerging models of photovoltaic agriculture, promote the green development of agriculture, and increase farmers’ income.

  • Smart Photovoltaic Village

Continue to carry out the construction of village-level power stations and rural household power stations, give priority to supporting the construction of village-level photovoltaic power stations in poverty alleviation areas, strengthen the village collective economy, and realize the effective connection between the consolidation and expansion of poverty alleviation achievements and rural revitalization.

Encourage the application of advanced smart photovoltaic products and systems, and give priority to ensuring product quality and system performance. Improve the national photovoltaic poverty alleviation information monitoring system, expand the monitoring scope, and improve the operation and maintenance service capabilities.

Combined with the village-level power station model and regional distribution characteristics, we will integrate various “photovoltaic +” comprehensive applications according to local conditions, and innovate photovoltaic power generation models.

  • Smart Photovoltaic Power Station

Encourage the use of advanced photovoltaic products based on smart photovoltaics in the construction of photovoltaic power generation bases of various types and scenarios, and encourage comprehensive utilization of deserts, Gobi, deserts, barren mountains, wasteland and coastal mudflats, coal mining subsidence areas and mine dumps In various ways such as abandoned land, oil and gas mining areas, etc.

The construction of smart photovoltaic power stations shall be carried out according to local conditions, and the application of smart photovoltaics in the pilot development of rooftop distributed photovoltaics in the whole county (city, district) shall be encouraged, and the organic integration of photovoltaic power generation and other industries shall be promoted.

  • Smart Photovoltaic Communication
